Resolution 44: 12 nationalities, all passport types and entry purposes
According to MOFA and Government News, citizens of Germany, France, Italy, Spain, the United Kingdom, Russia, Japan, the Republic of Korea, Denmark, Sweden, Norway and Finland are included in Resolution 44/NQ-CP. Bilateral exemptions are also vulnerable to passport-name errors. The MOFA table includes diplomatic, official/service, special and seaman passport columns because an agreement can apply to one class but not another, or prescribe a separate duration. Treat those documents as a treaty-specific check rather than as a variation of a visitor visa. For many ordinary-passport travellers who do not fit a current exemption, the official self-application channel is the Immigration Department’s e-visa website, evisa.gov.vn. Government News states that all foreigners have been able to apply for e-visas regardless of nationality since 15 August 2023. The portal narrows that general statement with operational conditions: the person must be outside Viet Nam, possess a passport, not fall within the listed Article 8 categories, and not be suspended from entry under Article 21. The portal describes e-visas as valid for a maximum of 90 days, for single or multiple entries, and says e-visa users must enter and exit through Government-designated international border gates. It lists a government fee of US$25 for single entry and US$50 for multiple entry, with the fee non-refundable if the visa is not granted. An embassy or consular route can remain relevant where the e-visa route is not suitable or where the individual’s facts require it. The Vietnamese Embassy in the United States describes embassy and Immigration Department options and notes that a hosting or inviting organisation or individual may carry out an approval request with the competent Vietnamese authority. Mission procedures, document requests and operating times can vary. Use the mission responsible for the traveller’s location; do not project a U.S. embassy process onto another post. 11
Entry planning continues after arrival. The Ministry of Public Security procedure states that the person managing the accommodation declares the foreigner’s temporary residence with local police, with the procedure condition expressed as immediately upon arrival. A traveller should confirm that the accommodation will complete this step; an e-visa record is not a residence declaration. 8
Special cases deserve an explicit stop-and-check
British passport terminology is a high-risk detail. The Resolution 44 list includes the United Kingdom, but MOFA’s note expressly says that holders of British National Overseas (BNO) passports are not exempt from the visa requirement and must have an appropriate visa to enter Viet Nam. A travel request that records only ‘British’ is therefore incomplete. Ask for the exact document type without collecting unnecessary personal data, then retain the official source date alongside the decision. This is a narrow BNO rule; it should not be misread as a general restriction on all UK passports. 1
Phu Quoc is another case where a geographic exception is often inaccurately promoted as nationwide visa-free access. MOFA notes that foreign passport holders may be exempt for entry to and exit from Phu Quoc Island for a stay of no more than 30 days under Decision 80/2020/QĐ-TTg. The note also describes a transit scenario through another international border gate before Phu Quoc. That is a route-dependent, island-specific arrangement. A traveller planning onward travel to the mainland should not treat it as a substitute for a Vietnam-wide entry route and should recheck with the carrier and immigration authority before travel. 1
Diplomatic, official, service, special and seaman passports should also stop the standard consumer workflow. Their entitlement may arise from a bilateral agreement rather than a unilateral visitor programme, and the table’s columns can show different conditions for the same country. Likewise, a traveller who expects to provide services, manage a local team, install equipment or take up an employment assignment should not infer employment permission from an exemption or e-visa.
